No Chemicals Added in RMP Proposal

There are several significant revisions in EPA’s proposal to amend its Risk Management Program (RMP) affecting approximately 12,500 facilities holding threshold quantities of regulated chemicals. There are also several significant omissions.

Generally, the proposed revisions are intended to ensure that the risk management plans developed by facilities for Program 2 and Program 3 processes are properly audited; that there is improved coordination between the facility and local emergency responders, particularly for facilities that have accidental releases of regulated substances; that facilities with accidental releases perform root analyses of the causes of the release; and that facilities in specific sectors with Program 3 processes assess the feasibility of adopting inherently safer technologies. The most notable omission is the addition of new substances, including ammonium nitrate, to the list of regulated substances.
