e-Manifests: User Fees Finalized

The EPA has announced the user fees that will be in effect from June 30, 2018 (the launch date of the new e-Manifest system) through September 30, 2019.

Mailed in Paper Manifest $15.00
Scanned Image Upload $10.00
Data + Image Upload $6.50
Electronic Manifest (Fully Electronic & Hybrid) $5.00

 

The first three fees are less than the initial fee estimates published in the preamble of the January 3, 2018 User Fee Rule, whereas the $5.00 fee for an electronic manifest or a hybrid manifest (part paper/part electronic manifest) is $1.00 more.

The manifest regulations require receiving facilities to pay a fee to the EPA for each manifest they submit to the e-Manifest system. The EPA will send a monthly invoice to the receiving facility that must be paid within 30 days from receipt.
