In an amendment issued as a direct final rule, the EPA is providing a temporary alternative compliance demonstration method to sources subject to the Agency’s National Emissions Standards for Hazardous Air Pollutants (NESHAP) for the portland cement manufacturing industry. The rule was originally promulgated in 1999 and has since been reworked with multiple, significant amendments.
The current amendment applies to source operators who choose to monitor hydrogen chloride (HCl) emissions using a continuous emissions monitoring system (CEMS). That method requires use of a calibration gas that is not readily available from vendors. Accordingly, the amendment provides operators who still wish to use a CEMS with an alternative method to determine compliance with the HCl emissions limit, which does not require use of the calibration gas. If the EPA does not receive adverse comments on the direct final rule, the alternative will be available until July 24, 2017, when the Agency expects the calibration gas to be widely available.
