An environmental monitoring system called IVAN (Identifying Violations Affecting Neighborhoods) is an environmental justice tool available to folks in California communities for reporting environmental concerns.
What is IVAN?
The partnership among local, state, and federal agencies and community groups, which started in 2009, has been implemented in the Wilmington area of Los Angeles, the Imperial Valley, Coachella Valley, Kern, Fresno, and Kings Counties, and the Bayview Hunters Point community in San Francisco. A recent report out of the University of California-Davis examined four cases in which IVAN played a big role: a cattle feedlot polluting a water source, improper disposal of fracking fluid, a hazardous waste disposal site, and a gas leak.

Here’s how IVAN works
You click a community, and you are brought to the IVAN site for that county or community. Each community’s IVAN site is a little different, but at a basic level, they all have a Google Map of the area, and you are given an option to submit a report online or to call the appropriate agency.
Submit a report
If you choose to submit a report online, you are asked for your name, address and email, the date of the incident you want to report, and a brief description. On some of the sites, you can also upload photos, videos or other documents.
