In response to two petitions for reconsideration from industry and one from an environmental group, the EPA has again amended its March 2011 National Emissions Standards for Hazardous Air Pollutants (NESHAP) for area source industrial, commercial, and institutional boilers. The petitions specifically addressed aspects of previous amendments to the NESHAP, which the Agency promulgated in February 2013. In January 2015, the Agency then proposed responses to those petitions. Based on comments on that proposal, the EPA has now “refined” its proposed actions.

NESHAP covers approximately 183,000 boilers located at 92,000 area source facilities. Of this total, approximately 182,400 (over 99 percent) need only conduct periodic tune-ups; some of these also must perform a onetime energy assessment. Approximately 600 coal-burning units (less than 1 percent), the largest units, must meet emissions limits.
