Hazardous Waste Imports/Exports Improvements Proposed

The EPA has released a proposal to improve the efficiency and transparency of hazardous waste shipped into and out of the United States. The new proposal would ensure that all U.S. import/export regulations covering transboundary shipments are consistent with the Organization for Economic Cooperation and Development (OECD) regulations

Currently, U.S. entities engaged in importing/exporting hazardous waste must follow by two different sets of regulations. One set conforms to the procedures and requirements established by and covering the 34 nations comprising the OECD of which the United States is a member. A second set of regulations apply to the United States, Canada, Mexico, and non-OECD nations.

While both Canada and Mexico are members of the OECD, the United States has separate bilateral agreements with these countries regarding cross-boundary hazardous waste shipments. The proposal would work to unify provisions and make import/export rules consistent.
