According to OSHA, the new rule is intended “to modernize injury data collection to better inform workers, employers, the public, and OSHA about workplace hazards.” Although employers have long been required to maintain logs of injuries and illnesses, little of this data has been accessible to the agency. The rule takes effect August 10, 2016, with phased-in data submissions beginning in 2017.
